Penzance’s town clerk has won a prestigious national award. James Hardy beat finalists from Suffolk, Yorkshire, Buckinghamshire and Falmouth to be named Town Clerk of the Year 2024 on Tuesday at the House of Lords, as part of the National Association of Local Councils (NALC) Star Council Awards.
“I’m really surprised and grateful to have received the award,” said James, adding: “It reflects on all the hard work from the team and councillors of Penzance Council.”
Town clerks are senior officials whose main role is to advise the council, ensure decisions are lawful and implement them. They work closely with community partners and stakeholders on parish projects.
Since joining Penzance Council two years ago, James’ contribution to the community has been varied and wide-reaching.
In a bid to address the challenges posed by an increasing shift to online-only, which often excludes vulnerable and digitally disadvantaged individuals, James led the project to re-establish a council presence in the historic Market House, making essential services accessible at the heart of the town.
James has also lent his support to major cultural events like the Golowan Festival and Jubilee Pool, and his efforts were key to securing a £250,000 grant to transform a neglected space into an arts café, boosting revenue for Penlee House Gallery and Museum.
He has played a key role in Penzance’s £30 million regeneration projects, drawing upon his local knowledge to ensure projects benefit residents; and tackled antisocial behaviour in collaboration with police and community groups.
Penzance mayor Stephen Reynolds said: “I have seen first-hand the energy and enthusiasm James brings to serving the local community, and his ability to work with others to make where we live an even better place.
“It’s been a pleasure to work with him, and to share his positivity and can-do attitude. I’m delighted his achievements have been recognised nationally.”
